Rural tourism drives sustainable economic growth across APEC economies by creating jobs, sustaining local livelihoods, preserving heritage, and improving community well-being. Although the COVID-19 pandemic disrupted traditional travel patterns, it emphasized the need for resilient destination management. Many rural locations still struggle to convert sustainable tourism concepts into actionable practices that enhance competitiveness and long-term financial security.
Small and Medium-sized Enterprises form the core of rural tourism success, making rapid digital transformation and technological readiness essential for remaining competitive. Sustainable development requires combining economic practices, digital tools, and capacity building. An evidence-based framework built on economically sustainable tourism, technological preparedness, and community empowerment helps build resilience, improve visitor experiences, and expand local economic opportunities. Developed through research and case studies in China, Japan, and Chinese Taipei, and validated during a April 2026 workshop in Malaysia, this model offers practical implementation strategies for policymakers, local leaders, and entrepreneurs across the region.
